She's crazy, in her mind she thinks she's irresistible. So no matter how much you ignore her, she'll see you and automatically think you're stalking/harassing her.
Basically, she's going to get worse and worse as the days progress until she makes a huge scene and you end up getting arrested for just passing her in the hall on your way to class.
What you can do is go to the college counselor, and ask them for advice. Politely tell them everything, without insulting the girl, and how hard you've been trying to avoid her; yet, despite all your efforts she still thinks you're stalking her and you keep getting called into the administrator's offlice.
Also, no matter what, DO NOT TALK TO HER. Even if she approaches you, just silently walk away. If her friends talk to you, just shrug and walk away. Because she can twist any interaction you have with her or her friends, as you can already see simply passing her in the hall = stalking, so be careful.
