In terms of ideas, difficult to say. I'm more creative after alcohol but I'm also less able to concentrate on fine detail.
In terms of how things actually work, it wouldn't help, no. The way we undertake research where I work is that a proposal is made to test a particular hypothesis and then, if it gets ethical approval, funding is sought. The resource is spent over a year or two in testing the hypothesis and then the results are published. It's not really just one researcher sitting around trying to have ideas.
