It never did. Free speech is about having the right to express your opinion in a way that is not offensive. As opposed to oppression where you do not have a right to your own opinion and therefore do not have the right to express your opinion.
Then it's not really free by definition. What if an opinion is offensive to someone. Like that president X is a dictator? They will be definitely offended. Shall such opinions be silenced? Who defines what 'offensive' shall mean?
If your president was a dictator you wouldn’t be allowed free speech so I wouldn’t worry about it too much if I were you. If you’re American your president is an idiot but that doesn’t make him a dictator. That’s how you have managed to vote him out of office in the new year, despite his little protests of corruption.
