Can someone be in love and not want to be with that person at the sametime?

My friend who I have known since elementary says they are in love with me it came out of nowhere and I'm confused.

I'm in a relationship and she is in a relationship she made it clear that she isn't breaking up with her boyfriend and she doesn't want me to break up with my girlfriend which makes it even more confusing.

Is this a common thing?

    She has feelings for you, but isn't really acting on it because maybe she wants to be loyal to her boyfriend and doesn't want to hurt your girlfriend.
