I would say hurting someone's feelings intentionally and/or not apologising for hurtful words and actions is considered bullying. I'm sorry to hear about what you've been through. Next time someone picks on you, tell a teacher or school staff member. Think of it this way: if people pick on you when you've done nothing wrong, they have a problem, not you. I know how you feel, I got picked on as a kid, both at school and online. I wasn't bullied in high school but just ignored, and I recently encountered a cyber bully. There are bullies everywhere of all ages, but you just have to stay strong. Good luck.
