It is a silly thing to do, but more than that it causes a lot of damage and can lead to a lot of trouble. Cleaning it up is bad enough, but when I was a groundskeeper and had to fix a fountain after something like this, it almost always invariably wrecked the pumps.
Eventually, for the fountain we had, we had to install an electronic shut off which would switch the pumps off.
The foam and suds build up enough lather to significantly drain the water level in the fountain after enough time passes. Without the fluid flowing through them, most pumps overheat and it burns the motors inside them out.
If you are caught, this prank might cost a lot more than a fine. It could cost thousands of dollars in repairs and replacement parts. Maybe jailtime, community service or a lawsuit.
This same neighborhood made the kids who did shenanigans like this work for the neighborhood to pay off their debts. We had one kid work for a year for setting fire to a jungle jim.
