Unborns and newborns either go to Heaven, or they go to Hell. There's no other possibility. In order to go to Heaven, you must be born again through baptism, so the unborn, not even having been born once, can not go to Heaven. Newborns, having not been born again (unless they've been baptised), can not go to Heaven either. So, they must go to Hell. However, logic dictates that, since God is a just God, the punishments of the souls within Hell are different based upon which sins they have committed in life. Now, newborns and unborns have not committed any sins, since they are incapable of knowing if what they do is evil or not. So, they have to go to Hell, but, due to lack of sin, they are not punished there.
Since they are living their lives unpunished (even people on Earth are being punished for their sins here), they end up happy. However, they are not with God. People cannot be fulfilled without God, so they are in unfulfilled happiness.
According to St. Gregory Nazianzen,
"a just and eternal Judge will consign them neither to heavenly glory nor to the eternal pains of hell, for although they have not been signed with Baptism, they are without wickedness and malice, and have suffered rather than caused their loss of Baptism."
He also gives the reason why, although they do not reach the glory of heaven, they do not therefore suffer the eternal punishment suffered by the damned:
"Because there is a mean between the two, since he who deserves not honor and glory is not for that reason worthy of punishment, and on the other hand he who is not deserving of punishment is not for that reason worthy of glory and honor."
