Blotchy skin patches

I have very fair skin (white). Whenever I try to tan, it seems that most of my skin tans, except for my stomach. Part of it tans, and part of it stays as white as snow. It doesn't matter whether I barely wear any sunblock, or if I smear it on thick, this patch does not seem to tan. Everywhere else does tan except for this patch on my stomach. It's been like this for a few years. Is this normal?

    I had this on my face when I was younger but I don't know if it's the same thing. My dermatologist said it was Tinea Versicolor a discoloration caused by a fungus. I used fungus cream and it helped it go away. You can by it at Walmart. I hope that helped.
