The best anyone manages here in the city is a sheepish 'polite-smile' and then immediate loss of eye contact.
I have discovered something interesting though... different people are comfortable with different levels of eye-contact. Some can gaze right into your eyes for entire conversations in an entirely comfortable and normal manner (for them). I have a hunch it's to do with the brain's dopaminergic system (more dopamine = eye contact actually becomes pleasurable).
As usual I recommend playing with your pharmaceuticals to tweak your behaviour to the desired state o_-
