I think I stopped getting a very irregular "allowance" when I was about 11 or 12, not sure. After that, I would ask for money if I needed it. If I had been helpful, or done specific chores (like mowing the grass or something) I was given some money, if not I wasn't.
I don't know if this is the best way to go about doing things... my only real advice would be to TALK TO YOUR KIDS ABOUT MONEY. My parents never told me a single thing about budgets, saving, taxes, rent, anything money-related, and I basically learned to use charisma, persuasion, and diplomacy to get myself out of financial binds. NOT the best way to do things, I assure you.
