Depends what racism actual means. If we think if racism as just stereotyping, having thoughs in our heads about how people from each race normally behave, for example in what music they like, then everybody is a racist.
If we think of racism as actually treating somebody differently to how you would if you did not know their race, or were "raceless", then some people are racist, others are not. Most people will have racist thoughts by this definition, to some extend at least, even if they are not negative thoughts. Some people do not act on these attitudes, they merely hold them as beliefs. Others actively discriminate between different races based on these thoughts, whether they are true or not.
