There are more intelligent beings than humans, but I wouldn't call them "higher powers", because they probably are not watching over us or controlling us, there is no reason to presume that they are deities.
Well, it's a mathematical certainty that anything that complies with the laws of physics will exist somewhere in the universe. The chances of humans being the most intelligent beings in the universe are incrediably low; if the universe is infinitely large, then it is likely that more intelligent life than humans exist. In fact, if we can imagine it, it stands to reason that somewhere in the universe it must exist.
