Well, to keep prison expenses and court costs down, I favor a system where a plea bargain is offered to defendants facing life in prison. They could accept deportation to an African detention camp where they get free heroin. After six months, when they are good and addicted, they only get their fix if they out smart hunters in the jungle while moving 5 miles from point A to point B. If they make it alive, they get another chance for more drugs in a week. Sort of a 21st century version of Roman Gladiators. Interesting variations could be done. Imagine the revenue from television endorsements.
