I think if you mean something like Dr Gang in inspector Gadget then, nope. Modern science relies more than ever on division of labour and specialised experts who master their field. No single individual could create say an intel x86-64 on his own, even if he is an Intel engineer.
Nazi Germany? IMO, mad scientists aren't just fiction, but they aren't equivalent to their fictional counterparts either. There may be no such thing as a maverick mad scientist who can build a death ray all by himself, but there must be teams of scientists who are indoctrinated into 'craziness' by their environments.
But even then, I'm sure that they're more human and less remarkable than their fictional counterparts. So much less remarkable that you could argue that they aren't really 'mad' scientists.
