It tends to be men. Men have a lower natural pitch yet can often reach way higher than this pitch via falsetto whereas there's little that can be done for anyone to go too much lower than their natural pitch.
Woman are of course capable of using falsetto as well and tend to be able to hit the highest notes humanly possible, but all the same the difference between this ceiling and their resting pitch tends to be less profound than the difference between a man's much deeper resting pitch and his falsetto even if his falsetto doesn't go quite as high.
