A woman does not have to give you any reason or explanation, nor does she owe you a certain response.
Unless her answer is "yeah, sure, when are you free?" then she clearly does not want to date you and she feels uncomfortable (possibly rightfully so if you're badgering her about it) just saying no because she doesn't want to hurt your feelings. Since you're pestering her, she may well think you're a creep who'll knife her in the car park if she's too blunt with you.
Leave her alone, either she clearly does not want to go on a date with you or possibly she is playing hard to get, possibly. If the latter is true then don't waste your time on her.
