That's a good question, dude. Technically, they'd be virgins. Unfortunately, not everyone can be included in everything. The way to deal with that is to accept it, not distort reality into how people would like it to be.
I got the following comment off a site related to sexual questions and advice-
Virginity has nothing to do with penetration or the hymen. The hymen itself is Not supposed to be broken- with proper prep it gently stretches and eventually wears away. Sexologists now prefer the term "sexual debut" as it's more positive and doesn't have the associations of "losing" something. Your sexual debut with (a partner), can be anything from frottage, (dry humping) to oral sex to phone sex. Dont feel pressured to have your debut before you're ready, as the only persons whose opinion matters here is you.

Not according to them, they wouldn't be virgins. Virginity is ones own prerogative
