That's nonsense. IQ doesn't even exist and intelligence can always improve over time if someone wanted it to. If they're disabled then that's different though
Iq does exist and provably can’t be raised by more than a couple of points.
It can drop dramatically due to brain injuries and whatnot, but no person can raise it to a noticeable degree.
