    I'm not sure how it is where you are but in Canada 13 year olds can consent to people their age and 2 years older. don't spout things and judge me based off what I said, which has nothing to do with the question i asked

      It's still too young, because a thirteen year old is a child.

        I checked Wikipedia and Canadian law allows for close in age exceptions for thirteen year olds like she stated. [https://en.m.wikipedia.org/wiki/Ages_of_consent_in_North_America]

        Is your point that she needs therapy to fix the emotional damage from these experiences? Admittedly, this is a complex situation, but your insights, if better articulated, might help her.
