I don't want to be stereotypical but most people that go around and ask random people for cigarettes are not always stand up people, and most older people are presumptuous and cautious and they have good reasons to be. Also if you live in an area with high crime and violence it will make it even more likely that older people would do that because they're careful. Since most people that ask others they don't know for things are more times than often, addicted to drugs, unstable, and unpredictable. The only thing that I can think of is that your appearance would top off that fear.
