If some random person comes along and challenged the statement that was not put there for a debate starter, then it's the person that first engaged with the other peson that is responsible for the debate starting. A debate can only happen when a second persom involves themself, I didn't ask you to reply to me, you done it yourself, thus changing my statement in to a debate. Ergo, you started this debate.
