That's actually not true (at least not in the US). Drunk people are legally not able to consent, and in the case that two people are drunk and having sex, the person who took the initiative can be charged for rape.
In that case, there would be many cases of drunk people having sex and later regretting it. I believe the law starts working when the other person is unable to consent, through alcohol or because of other reasons.
The girls clearly gave their verbal and even physical consent, by positioning their bodies to receive him. You have no idea how sexual it was. He was holding on to them while leaning back, and there was a slapping sound every time he impacted their butts. They were keeping still with their faces down and just receiving him. He wouldn't have been able to do that with unwilling girls. They were also enjoying it to a various extent to various stages.
