Since 'touching' sounds like something prolonged, I think how I would react would depend on where I was being touched.
A stranger intentionally 'touching' my breasts (or around them), my bum, or between my legs, would get a hostile reaction from me that involves yelling and probably some minor violence. A stranger touching a less intimate part of my body, like my arm or foot, would receive a calm, "Can I help you?"
I suppose that's why "keep your hands to yourself" is one of the first social rules we learn as children.
