Just to let you know, some of the other users are being sarcastic. It's very normal to start small talk with a stranger. That's when most people have small talk, really. I'm wondering where you live that it isn't common to simply say hi to strangers. I've only heard this in bad areas where saying nothing keeps you out of trouble. Either way, he was doing what people are taught to do- be polite. No harm here.
