So if someone steals a credit card and buys something online and have it shipped to their enemy, the police will arrest their enemy based on those grounds?
No because it would be easy to trace the account or ip address that it was ordered from. The 'victim' would claim innocence and it would be relatively easy to prove.

Unlikely. They'll be suspicious, but they will investigate it further and look into the person's internet use.
