It depends of the magnitude of the violence. If it is only a small mob of little more than 100 rioters, I'd protect the innocent man. If it was a full scale uprising, with armed militants shooting civilians, I'd let them kill the innocent man.
It also depends if the mob is an organised gang with a name and a leader, or a spontaneous protest. If it was organised, I would never give in to the demands for fear of setting a precedent and perhaps encouraging future similar violence. If it was spontaneous I'd be more likely to give in, because no precendent would be set.
