No it is not normal, I'm not sure what to tell you what to do.
If it was recent I would agree 100% to tell your mom but now that its been a year since anythings happened... I don't know.
If he does anything again then yes TELL YOUR MOM and if necessary the police.
It is normal that he gets erections, boners happen whether you want them to or not, BUT his other behavior is inexcusable, he should not be kissing your neck, he should not be groping you , and he most certainly should not be grinding on you.
Yesterday right in that moment I was going to tell my dad to stop hugging me but I quickly glanced to see if he did have an erection and I saw it but I kind of feel like since i was uncomfortable maybe the situation made me over react or I don't know but I told my mom and she says she's going to tell him to leave
