Decide how important she is to you, because it is NOT normal for her to be doing this to you. So you can either put up with it because you care about her very *very* much, or you can move on. I would move on. Unless she's a super prude I think she's just blowing you off on purpose and trying to keep you in the friend zone. Don't let her manipulate you and waste your time. If you want an intimate relationship and you're not getting it from her, be straightforward with her and if she doesn't budge then just leave her.
