Surely you have heard Irish jokes, no? The same Polish jokes told in the US are told as Portuguese jokes in Brazil and in Canada they are Newfoundlander jokes. Even in the US if you go to Texas the same jokes become Aggie jokes (students at an agricultural university).
In pretty much every country or region there are jokes about another group being depicted as dumb. In France it's the Belgians, in Sweden it's the Norwegians, in Switzerland (German speaking part) the Austrians, and I guess a bunch of others around the world I'd love to know about but don't.
