I would be more likely to notice the scantily clad female first. Regardless of her tits popping out, the fact that she put time and effort into her appearance would attract me. I like females who look 'put together'. Vs the other female you mentioned, she just sounds like a stoner who rolled out of bed. I am not into stoners or 'bag ladies'.
Obviously the personality plays a role here, but the question was about first visual appearance so there you go.
