Sometimes, maybe, but that's not always practical or cost effective with unmedicated children, though. Also, ADHD can contribute to a variety of other problems (low confidence, apathy, depression, etc), and for me, treatment was pretty urgent because of some of those problems.
Medication is more effective when combined with therapy, but I don't think medication should be treated as a last resort. If medication works, use it.
