15 year old friend hanging out with 25 year old

I have a friend who's only 15 years old. and hangs out with a female friend and her friends probably all the time. it sounds normal right? but he's always hugging her, and always hanging with her for hours upon hours with her without his parents knowing and going places with her unsupervised as well as joining her friends and stuff.

He promises me they aren't doing anything illegal and that she's really trusting, protective and fun to hang around with, I have kinda hung with her myself, but still, I'm not really sure if it's okay for him to do this at such a young age as if I didn't mention he would sometimes join her in some shows or whatever that have adult things and that he wouldn't be allowed in unless accompanied by an adult that include her favorite celebrities.

and very intense concerts that may have intense crowds and stuff cause of the way he describes them to me.

I'm really nice and don't know if I should tell his parents as if it might ruin his life cause he admits to me that besides his school and regular friends, she feels like she's apart of his life, as well as her friends who are also really nice.

I don't know if it's okay for him to be doing this at a very young age, I even catch him trying to flirt with her but brushes it off quickly as a joke to avoid getting caught by her.

    It sounds normal enough, if she was the one hugging and flirting with him then you should be concerned. The worst that could go wrong is that he'll get a crush on her and get a little heartbroken. I definitely wouldn't tell his parents, it's unnecessary plus it'd seem like you only did it because you were jealous of their friendship.

    The age difference is huge, but other than that, if they're just hanging out, what's the harm?

    My older sister and I got along very well, as friends, at that age (still do), and I hung out with she and her friends fairly often. Even one of her female coworkers from the clothing store she worked at would tell her, bring him along. I had so many dinners with 3-4 hot women 8 years older than me. They, too, would hug me, joke around, flirt for fun. I loved it.

    Just let them be friends, growing up I was friends with people older than me, when I was 16 I befriended a girl she was 24 I think, well we are still friends to this day and the most "sexual" thing we've ever done is hugged or talked about men were interested in.
