It could be that she's not attracted to you, or more likely she has some issues with sex. If she's a virgin, then you may need to be patient with her, as she may be confused about a lot of things.
Explain to her that you are a sexual person, and that you don't understand why she and you have not had sex yet. Tell her that you don't see this leading anywhere, and that you are thinking of breaking up. Don't make this an ultimatum; be gentle, perhaps even suggestive. Give her time to think about it. She may change her mind. Or, she may start crying, and admit to you what the real problem is. That can be very positive.
If things still don't lead anywhere, I would say it is best for you to break up. There are plenty of other girls out there who probably have a healthier attitude toward sex. They'll be better for you in the long term.
